SALTWIND FOUNDATION

Spencer left the south coast for university in Boston and graduate school in New York, then spent 29 years in banking — at JPMorgan, Merrill Lynch, and HSBC — living in New York, Hong Kong, and London. In 2019 he co-founded 13books Capital, a London-based venture firm backing early-stage financial technology companies. These days he calls his next chapter "Spencer 3.0" – helping these towns on the SW coast conserve and create a sustainable future.

The idea behind Saltwind took shape several years ago based on conversations with the towns, senior officials, and others who share one conviction — that these communities deserve a more prosperous, sustainable future, and that the rare beauty of this coast is an asset worth building around. The potential here is considerable, and bringing capital to the region is, in his words, both logical and overdue.

Spencer holds a finance and marketing degree from Suffolk University and an MBA in international finance from NYU's Stern School of Business.

As Burgeo's Town Manager for the past three years, and previously a Town Councillor, Marc has worked the issues that shape daily life on the south coast — municipal budgets, infrastructure, grant applications, and the steady challenge of building opportunity in small, remote communities.

That work gave him a clear sense of what towns can do on their own and where they can't — which is exactly the gap Saltwind exists to fill: pursuing funding, building partnerships, and driving the projects no single town has the capacity to lead alone.

Marc volunteers across the region, with the Burgeo and Southwest Coast Community Alliance (BASCA), the Barren to Beaches Regional Trail Association, and the Burgeo Recreation Committee. His professional background is in construction management, where he built the planning, coordination, and documentation skills that turn plans into delivered projects.
